POSITION OVERVIEW

Blackrock Strategy, Inc. is seeking an SME III – Technology Capabilities (Senior / Lead Cyber Engineer – Test & Evaluation) to provide senior-level technical leadership supporting cyberspace test, evaluation, and capability development efforts.

This role sits at the intersection of cyber engineering, test & evaluation, and operational experimentation, supporting the integration and assessment of advanced cyber capabilities within government mission environments.

You will support the Prototyping & Experiments Technical and Engineering Support effort for Washington Headquarters Services (WHS), Acquisition Directorate (AD), working directly with government stakeholders to evaluate emerging technologies and inform mission-critical decisions.

This position is contingent upon contract award.

  • Test and evaluation activities directly inform acquisition and operational decisions
  • Cross-functional teams operate with alignment across engineering, testing, and mission execution
  • Risks and performance gaps are identified early and mitigated before impacting delivery


KEY RESPONSIBILITIES

  • Provide senior-level technical leadership across cyber engineering and cyberspace test & evaluation efforts
  • Support analysis, assessment, demonstration, testing, and experimentation of cyber capabilities
  • Support research, development, integration, and testing of innovative technologies for offensive and defensive cyber operations
  • Evaluate and validate system and sensor performance, effectiveness, and operational feasibility
  • Recommend and support assessments to determine system performance and associated risks
  • Support integration of emerging cyber capabilities into operational and test environments
  • Coordinate with government stakeholders, engineers, and program leadership to align technical execution
  • Support project management activities across complex, multi-disciplinary technical efforts
  • Develop technical documentation, test plans, and assessment reports to support mission objectives


REQUIRED QUALIFICATIONS

  • Active TS/SCI clearance with SAP eligibility
  • 15+ years of experience in cyber engineering and cyberspace test & evaluation
  • 10+ years of experience supporting project management for technical or cyber-related programs
  • 10+ years supporting analysis, assessment, demonstration, testing, and/or experimentation of cyber capabilities
  • Demonstrated experience supporting research, development, integration, and testing of innovative cyber technologies
  • 10+ years of experience evaluating and validating system and sensor performance in operational environments
  • Experience recommending assessments to determine system performance and associated risks
  • Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or related engineering field
  • Must meet certification requirements in accordance with applicable DoD directives and instructions
  • Must possess one or more of the following certifications:
    CISSP, CISM, CISA, CASP+, OSCP, GIAC, or CCSP


PREFERRED QUALIFICATIONS

  • Experience supporting Department of Defense (DoD) or military programs
  • Experience working in prototyping, experimentation, or emerging technology environments
  • Familiarity with cyber operations in both offensive and defensive contexts
  • Experience supporting high-visibility, government-led technical programs


WORK ENVIRONMENT

Based in the National Capital Region (NCR), supporting government site operations

Operates in a high-visibility, fast-paced mission environment

Requires frequent interaction with government leadership, engineering teams, and mission stakeholders

Supports complex, multi-organization technical efforts with direct mission impact


LANGUAGE SKILLS

Ability to clearly communicate complex cyber and technical concepts to both technical and non-technical audiences

Ability to prepare executive-level briefings, technical reports, and assessment summaries


REASONING ABILITY

Ability to evaluate complex cyber systems, analyze technical tradeoffs, and assess operational impact

Capable of identifying risks, performance gaps, and integration challenges across cyber environments

Ability to synthesize technical findings into clear, actionable recommendations for leadership
